According to the Ministry of Economy, there is no forecast, at this time, for the payment of the installment.
As is known, the thirteenth payment of Bolsa Família was paid in 2019 to more than 13 million families. This bonus payment was a government measure to compensate for the program's benefits due to high inflation.
13th payment of Bolsa Família in 2019
Provisional Measure 898, which dealt with the benefit, established the payment in 2019, although the President of Brazil, Jair Bolsonaro, assured that this 13th salary would be annual.
A congressional committee even approved changes to this Provisional Measure to make the payment permanent.
However, the provisional measure and the approved amendments ended up losing their validity because they were not voted on in time in the Chamber of Deputies and the Senate.
For the payment to be guaranteed this year, a new Provisional Measure or the submission of a bill to be approved in Congress would be necessary.
However, this year's budget does not include any provision for this additional funding.
It's worth mentioning that the proposal for a thirteenth salary was one of Bolsonaro's campaign promises, which was even included in the government's first 100-day goals.
Emergency aid
This uncertainty regarding the payment of the Bolsa Família thirteenth installment occurs amidst the payment of... emergency aid.
Ultimately, Bolsa Família beneficiaries have already received 5 installments of R$600.00 up to August and have been receiving 4 more installments of R$300.00 since September – in this case, the last installment will be paid in December.
The average amount paid by Bolsa Família is R$190.00, meaning that thousands of beneficiaries are receiving aid at a value significantly higher than what the program would pay.
