INSS 14th salary – See information
The Senate decided to continue with the proposal for an emergency 14th salary from the INSS (National Institute of Social Security) for retirees and pensioners.

Thus, the court transformed the proposal into legislative suggestion No. 11 of 2020.
In this way, it was placed in another public consultation to go through another stage of online voting.
So, the objective is to strengthen the approval of the request, in the meantime the proposal was forwarded to Senator Paulo Paim, president of the Participatory Legislation Committee (CDH), who will analyze the proposal.
But what is the INSS 14th salary?
It basically consists of an extra Christmas payment, a proposal that was presented on May 29th by lawyer Sandro Gonçalves from São Paulo.
He even justified the request by saying that retirees will not receive their 13th salary in December and that this is a time of crisis and would greatly help policyholders in the risk group and, in addition, it will boost commerce in December.
What does it take to be approved for the INSS 14th salary?
For the fourteenth to be approved, it is necessary to go through some stages, which are:
- This has already been passed, which is to reach 60 thousand signatures and with that it was forwarded to the CDH committee;
- At the CDH, the proposal is analyzed by a panel of Senators who vote on whether it will become a bill or constitutional amendment. Senators will begin their review next week.
- Once transformed into a bill or constitutional amendment, the proposal is put to a vote in the plenary. If approved, it will be forwarded to the Chamber of Deputies to be voted on by a simple majority.
- This is the final step for the bill to become effective. After the Senate and Chamber of Deputies approve the bill, it will be sent to the president, who will decide whether to veto or sign the bill into law.
What happens next?
If the project passes all the previous stages, INSS payment will be authorized, which should take place in the months of November and December.
Who should receive the 14th salary from INSS?
If approved, the fourteenth salary will be paid to all Social Security beneficiaries, namely:
- Retirees;
- Pensioners;
- Holders of sickness benefit;
- Imprisonment assistance.
Therefore, by law, the following benefits will not be entitled to the 14th salary:
- BPC;
- Social security support for rural workers;
- Monthly income for life;
- Supplementary assistance for work accidents;
- Monthly pension for life
- Service retention allowance;
- Advantage of the retired server by the employing authority;
- Family allowance;
- Assistance support for the elderly and disabled.
