14th INSS salary: See how it works for retirees and pensioners.

Therefore, the possibility of a 14th INSS salary payment has been debated, a payment that should be made at the end of 2020 and the beginning of 2021.

However, the Special Secretariat for Social Security and Labor announced that there is no ongoing study regarding the offer of this extra payment, but rather a Bill (PL) that provides for the development and provision of this salary on an emergency basis, in order to act as a measure to combat the economic crisis caused by the pandemic.

However, it seems that the project may not come to fruition, because, with the end of the year approaching, the chances of the bill being properly processed by the competent bodies are slim, also considering the deadlines for analysis, modifications, and review.

Draft Bill for 14th Salary

The bill that provides for the payment of the emergency fourteenth salary from INSS (Brazilian National Social Security Institute) was created as a result of a popular initiative, which was suggested by a tax lawyer from São Paulo and received more than 20,000 signatures.

After this virtual stage, the text was sent to the Human Rights and Participatory Legislation Committee (CDH) for analysis, from where the proposal was transformed into a bill by Senator Paulo Paim.

On that occasion, the senator justified the decision by stating that many retirees and pensioners depend on the benefit because it represents a significant portion of their family's income.

Therefore, in addition to acting as financial support, the amount also helps to stimulate trade in 2021.

There is still a long way to go before the 14th salary is approved, since it first needs to be voted on in the Federal Senate and then in the Chamber of Deputies, before being sent to the president for veto or approval.

According to Paulo Paim, the bill is ready and awaiting approval, but the chances of it being considered this year are slim.

"It only has a chance of passing if there is a lot of public pressure. Without pressure, it won't happen. We practically only have the month of November to vote," he said.
