INSS 14th salary – See who receives it!
After around 40 thousand people signed the text requesting the extra installment of the INSS 14th salary, the Federal Senate confirmed that it will vote on the legislative suggestion (SUG) of the new benefit, which is expected to be paid in 2020 to retirees and pensioners.

The proposal for this fourteenth-month salary payment was presented by lawyer Sandro Gonçalves of Ribeirão Preto. Following this request, it was transformed into a SUG.
According to Sandro, the need for a 14th salary arose after the 13th salary was brought forward.
This is because this anticipation may increase the chances of INSS policyholders being left without income at the end of the year.
According to the text, the number of retirees in the country is quite critical, mainly because elderly people are the most vulnerable to diseases.
In addition to having an even greater consequence on the increase in expenses, as stated by the president of the Human Rights Commission (CDH), Senator Paulo Paim (PT-RS).
Not to mention that around 70% of the beneficiaries earn only a minimum wage and in the month of April 30 million of the 13th salary were advanced.
Senator Paim even said that there is no need to worry about where the money will come from to pay the 14th salary.
The reason for this is that Congress approved the War Budget Amendment Proposal (PEC), which allows for speed and less bureaucracy in combating the Covid-19 pandemic.
Furthermore, the senator intends to transform the SUG into a Bill (PL).
Who will be entitled to the 14th salary from INSS?
If approved, the fourteenth salary will be paid to all Social Security beneficiaries, that is:
- Retirees;
- Pensioners;
- Holders of sickness benefit;
- Imprisonment assistance, among others.
However, the following beneficiaries will not have rights:
- BPC;
- Social security support for rural workers;
- Monthly income for life;
- Supplementary assistance for work accidents;
- Monthly pension for life;
- Service retention allowance;
- Advantage of the retired server by the employing authority;
- Family allowance;
- Assistance support for the elderly and disabled.
It is still necessary to wait for the INSS 14th salary to be approved
The proposal still needs to go through 4 stages:
- The first one has already passed, as the proposal has already reached more than 60 thousand signatures, and was then forwarded to CDH;
- At the CDH, the proposal is analyzed by a panel of Senators who vote on whether it will become a Bill or PEC;
- After being transformed into a Bill or Constitutional Amendment (PEC), the proposal is put to a vote in the plenary. If approved, it will be forwarded to the Chamber of Deputies to be voted on by a simple majority.
- This is the final step for the bill to take effect. After approval in the Senate and the Chamber of Deputies, the bill is finally sent to President Jair Bolsonaro, who decides whether to veto or sign the law.
