Bolsa Família 2020: Report is approved that returns the 13th salary to Bolsa Família

The latest news regarding Bolsa Família 2020 is the approval of the report that returns the 13th salary for Bolsa Família and permanent BPC.

This March, the Congressional committee analyzed the provisional measure that created the 13th-month salary for the Bolsa Família program. Indeed, Senator Randolfe Rodrigues' report proposing the permanent extra payment was approved.

With approval by the congressional committee, the report also aims to extend the 13th salary to those who receive the BPC (continued relationship benefit).

In short, the provisional measure that established the 13th salary only for the Bolsa Família program and for the year 2019 was issued by President Jair Bolsonaro.

According to Randolfe Rodrigues, the 13th payment for the 2020 Bolsa Família will be annual and made throughout the month of December.

However, this proposal still needs to be reviewed by the House of Representatives and the Senate by March 24. If this review does not take place, this provisional measure will lose its validity, including the amendments approved by the Congressional committee.

Bolsa Família 2020: See what changes were made to the text

Firstly, the senator had already removed the Bolsa Família adjustment from the proposal, in this current text Rodrigues also changed the source of funding that is intended for the payment of the 13th Bolsa Família 2020.

In the previous version of the report, the source of funding was taxation on profits and dividends related to company payments to shareholders. In the approved proposal, the 2020 Bolsa Família program will come from taxation on investments in closed-end investment funds.

Therefore, the 15% tax rate will be applied based on the receipt of income, that is, prior to the redemption and amortization of open-end funds.

R$1.58 billion to the public coffers—this is what the Bolsa Família 13th-month salary benefit will cost the government. If it is also extended to the continued benefit, the BPC, this amount will reach R$1.44 billion per year.

On the other hand, there are around 13.9 million families that are served by Bolsa Família 2020 through Caixa Econômica Federal.

To be eligible for Bolsa Família 2020, you must meet the following requirements:

  • Family in poverty (income from R$89.00 to R$178.00 per person)
  • Family in extreme poverty (income of R$$89.00 per person)
  • Include pregnant women, breastfeeding women, children or adolescents between 0 and 17 years of age.

BPC 2020 and the 13th salary

The 13th salary offered to people receiving the 2020 Bolsa Família will also be extended to the BPC.

This is a continuous benefit paid by the INSS to the disabled and also to the elderly aged 65 and over who have physical, mental, intellectual or sensory impairments.

In fact, to be able to access the BPC benefit, you must have a monthly family income of up to ¼ of the minimum wage per person.
