In the note, the Ministry of Citizenship reported that there is a lack of resources in the budget to carry out this advance payment of the benefit and that a supplementary credit will be approved.
According to the note, the three installments of aid will require a disbursement of R$1.4 billion each, of which R$1.3 billion has already been transferred to Caixa.
Furthermore, approximately 12 million workers registered to receive emergency aid of R$600.00 have not yet received the first installment of the benefit.
Therefore, the payment schedule for the second installment of emergency aid, scheduled to start on Thursday (23) until Wednesday (29), will only be announced in May, according to the note.
"Both the Ministry of Citizenship and Caixa expressed their desire to advance the payment of the second installment. However, due to the high number of registered informal workers and the government's determination to leave no one behind, all expectations were exceeded, and it became imperative to request supplementary credit to complete the service for everyone," the statement reads, adding:
"The Ministry of Citizenship issued a technical note today and has already requested the Ministry of Economy to provide a budget supplement as soon as possible. Therefore, due to legal and budgetary factors, and the high number of applicants still under review, we are legally prevented from advancing the second installment of Emergency Aid."
Finally, the text concluded that after the budget supplement is defined, Caixa Econômica Federal will pay the remainder of the first installment.
Then, the payment schedule for the second installment of emergency aid will be announced in May.
“All those who are eligible according to the law will receive it,” says the ministry.
According to the ministry, the payment of the first installment of aid to Bolsa Família beneficiaries, which is currently underway, will not suffer any type of loss.
This is because the amount transferred to Caixa Econômica Federal will be sufficient until the end of the month, which will benefit around 43 million people.
More than 31 million have already received emergency aid
Caixa reported that it paid a total of R$1.4 billion to 31 million people, as of Wednesday.
Thus, workers registered in the Single Registry (CadÚnico), informal workers who registered through the website or application and Bolsa Família beneficiaries benefited.
More than 45 million registrations were completed in the Caixa system.
