An initiative is currently being considered in the Chamber of Deputies that could guarantee the payment of a social benefit to the neediest Brazilian families. Bill 2, 2.910/20, which proposes the so-called Family Insurance Program, is currently under consideration.

The aid aims to release payments in the amount of R$$ 800.00 starting in 2021. Those served by the new resource must meet the requirements involving social status and income, with a focus on the part of the population that is in a vulnerable situation.
This is what the proposal's author, Congressman Pedro Lucas Fernandes (PTB-BA), says. "Given the impacts of the Covid-19 pandemic, ensuring consumption for the poorest will be an important component of social stability and economic revitalization," he stated.
About the project
The text of the new measure stipulates that the amount transferred by the Family Program must not be less than R$$ 800.00. When it was created, the national minimum wage was R$1,045.00, down from the current R$1,100.00. Therefore, the benefit amount is likely to increase if approved in 2021.
The new program aims to provide a source of income for the poorest families who need subsidies to cover education, health, and food expenses.
“The benefit amount must be the same for all beneficiaries, sufficient to cover the minimum expenses of each insured person for food, education and health, and be greater than or equal to 80% of the minimum wage,” the project determines.
Regarding the duration of the measure, the benefit is expected to last 12 months, with the possibility of extension. Furthermore, the benefit will be considered "non-taxable income" when taking into account the incidence of Income Tax (IR).
Who will receive Family Insurance?
According to the PL, to be part of the Family Insurance, the citizen must meet the requirements, which are:
- Have an active CPF;
- Not receiving unemployment insurance;
- Have a per capita income of up to half the minimum wage or three minimum family wages;
- Prove school attendance of children under 14 years of age;
- Be over 18 years old.
The person cannot have a formal job, but the following categories may apply:
- Informal self-employed or unemployed workers, intermittently inactive, registered with CadÚnico;
- Individual contributor to the General Social Security Regime;
- Individual Microentrepreneur (MEI).
