The advance payment of the INSS 13th salary was announced by the Government before the approval of the 2021 General Budget of the Union. This is because the benefit is already guaranteed in the Budget and only the payment schedule would be brought forward.

The advance payment of the 13th salary was adopted in 2020 by the government, through Decree No. 10,410, of June 30, 2020. The aim was to mitigate the impacts caused by the coronavirus pandemic, especially among the elderly.
Thus, Social Security retirees and pensioners received their 13th-month salary payments in April and May. The first installment was paid at the end of April and the second between May and June.
Due to the worsening of COVID-19, the INSS (National Institute of Social Security) 13th-month salary will be paid in advance once again. The government intends to make payments during the same period as last year.
However, due to the delay in the General Budget of the Union in 2021, the installments will be paid starting next month.
The only detail still pending before payment is the advance payment of the INSS 13th-month salary in the budget. Since this was done last week, the government can now release the installments.
INSS 13th salary
This second installment payment is usually made between November and December. The goal is to help with year-end and year-end expenses.
This amount covers the beneficiaries:
- Sickness benefit;
- Accident assistance;
- Retirement;
- Survivor's pension;
- Prison assistance;
- Maternity pay.
Payment schedule
The first installment will be paid in May and will be due by early June. The second installment will be available at the end of June and beginning of July.
