Those insured by the National Social Security Institute (INSSIn other words, retirees and pensioners received their 13th-month salary benefit in advance in 2020 due to the COVID-19 pandemic, a disease caused by the novel coronavirus.

For this reason, the Federal Government will not make the extra installment available in December.
As is known, payments related to the 13th salary were released in the first half of the year, between April and June 2020.
Therefore, the payments have already been made to the INSS beneficiaries' accounts.
The first installment of the thirteenth salary is paid, in principle, in the months of August and September, according to the authorization made by the presidential decree.
However, this year, unlike previous years, the payment took place between April and May, according to the specific schedule released by the INSS (Brazilian National Social Security Institute).
The second installment, normally paid in November or December, was paid in May and June.
As mentioned, the anticipation this year occurred due to the new coronavirus pandemic, regulated through Provisional Measure 927, signed by the President of Brazil, Jair Messias Bolsonaro, on March 22nd.
The release of funds was carried out with the aim of mitigating the economic impacts caused by the Covid-19 pandemic.
However, this December, beneficiaries will not receive the extra payment, which could leave INSS beneficiaries without assistance in the last month of the year.
To ensure that policyholders were not left without support, the Senate even went so far as to analyze Bill number 3657/2020, which provided for... the 14th salary for retirees and pensioners.
In this way, this would be an alternative to help the beneficiaries, as well as a strategy to inject money into the Brazilian economy, which is in a very difficult situation.
However, to date, the bill has not progressed in Congress and the chances are minimal.
