Will retirees and pensioners receive an emergency 14th salary?

Retirees and pensioners are still waiting to find out if they will be able to count on the extra income from the emergency 14th salary.

The wait, however, may end next week as the issue goes to a vote in Congress. The measure is one of the ways the government is trying to contain the negative effects on the economy caused by the coronavirus.  

INSS beneficiaries received their 13th-month salary early this year. The first installment was paid between April 24th and May 8th, and the second between May 25th and June 5th.

With the advance payment, the idea of an emergency 14th salary arose to ensure they were not left without assistance this December. However, the proposal is only valid this year due to the crises generated by the pandemic. 

Emergency 14th salary: initiatives in Congress

There are at least two proposals circulating regarding the emergency 14th salary. One of them is a project initiated by the citizen, from the lawyer Sandro Gonçalves.

The other is Bill 3,657/2020, by Senator Paulo Paim (PT-RS). According to it, those receiving sickness benefits, accident benefits, retirement pensions, survivor's pensions, and imprisonment benefits could be eligible.

According to the senator, in addition to assisting beneficiaries in the at-risk group, the 14th emergency aid payment helps inject money into the market, which benefits the economy. 

“These people will be left without assistance in December, as they will have used the advance payment of their Christmas bonus to cover their needs. In the reality of our vast Brazil, retirees and pensioners, in the great majority of cases, help support their entire families. Before the pandemic, more than 10 million people already depended on the income of the elderly to live. They bear the brunt of the expenses, supporting children and grandchildren, and covering costs for food, clothing, school, transportation, medicine, electricity, gas, among others,” he said.

According to a survey conducted by the DataSenado Institute, 991,300 of those surveyed approve of the emergency 14th salary payment. 32,820 people participated in the survey, conducted between October 1st and November 2nd.
