The Institute of Applied Economic Research (IPEA) released a study suggesting that the salary bonus should become an emergency measure during the COVID-19 pandemic, the disease caused by the novel coronavirus. Therefore, the text modifies the Salary Bonus Program, which is defined in the 1988 Constitution.

The proposal aims to mitigate the impacts of this health crisis. To this end, an amount of R$1.5 million will be added to the amount already determined to finance the benefit. Taking into account the total amount spent in 2021 and 2022, the increase is R$25.1 million.
The study, titled "Profile of Wage Bonus Recipients in Brazil and Emergency Proposal in the Context of COVID-19," was developed by researchers at IPEA. After analyzing the scope of the bonus and the profile of those receiving it, the study was created.
For this measure to become a reality, all that's needed is a change in the National Treasury's calendar and cash flow, taking into account the study's suggestions. Using existing beneficiaries as a basis, this system doesn't incur any additional expenses.

R$20 billion is spent annually on salary bonuses, which corresponds to R$0.31T3T of GDP.
Then, the amount would be deposited in a single installment, with amounts up to the maximum allowed, for 20 million workers.
It should be noted that the PIS/PASEP bonus, when it was created, corresponded to a minimum wage for all workers who met the requirements.
However, currently the benefit is calculated proportionally at 1/12 of the minimum wage for each month worked in the base year.
However, the expectation is that the previous measure will return, where a minimum wage was paid, regardless of the time worked in the reference year.
