The Emergency Benefit for the Prevention of Employment and Income Loss (BEM) is a provisional measure created in 2020 that mandated a reduction in working hours and salaries for employees working in private companies during the coronavirus pandemic.

Therefore, this year (2021), the Minister of Economy is ordering the return of the program in a similar way to last year.
The purpose of the Emergency Employment Benefit (BEM) is to preserve employment during a public health emergency. To this end, the benefit is calculated according to what is agreed upon between employer and employee, which may involve reducing the worker's working hours and salary as follows:
- 25%;
- 50%;
- 75%.
So, the difference is passed on by the Federal Government so that the worker does not suffer during this time.

The 2020 War Budget allowed for the financing of the fight against the crisis with the suspension of the spending cap.
However, there will be no new subsidy this year, so the next round of the program will be funded by the FAT (Worker Support Fund), which is also responsible for paying unemployment insurance benefits.
Therefore, to make this measure viable, the Government aims to mitigate the impact on the FAT's coffers and adopt a new strategy for releasing this insurance. Thus, the idea is to increase the deadline for workers to request this benefit.
Deadline for applying for unemployment insurance.
Here's what the new rules will be for applying for unemployment insurance:
- First-time unemployment insurance claim – You only need to have worked for 12 months to apply for the benefit;
- Second time applying for unemployment insurance – The waiting period will increase from 9 to 18 months;
- Third time applying for unemployment insurance – The period will increase from 6 to 24 months.
It is important to mention that the measure should last for 60 days and has the possibility of being extended for another 60 days.
