The action to recover emergency aid payments is spearheaded by the Ministry of Citizenship and aims to recover the money paid to those who applied for the benefit and received the installments, even though they did not meet the requirements established by law.
Notification regarding the return of emergency aid funds will be sent via SMS (text message) to over 2 million people.
According to the Ministry of Citizenship, if each Brazilian were to return at least one installment of R$600.00, approximately R$1.57 billion would return to public coffers.
According to the official document sent to the media, more than 2 million people on this list were identified as beneficiaries who registered to receive the benefit, and even though they were not eligible to receive the funds, they were approved.
The document also states that the CPF numbers identified by oversight bodies and tracked through internal government audits were canceled after the transfer of remaining installments to this group of people.

According to the emergency aid law created on February 2, 2020, those who must return the funds are:
- Belongs to a family with an income above 3 minimum wages or whose per capita income is greater than half a minimum wage;
- Work in a formal manner;
- You may be receiving unemployment benefits;
- He is a civil servant;
- Are you an active duty or reservist military member?
- He had taxable income above R$ 28,559.70, according to the Income Tax;
- Whether you are receiving social security benefits or income transfer programs, with the sole exception of Bolsa Família.
Furthermore, those who managed to circumvent the system to receive the benefit without meeting the requirements may be charged with fraud and falsifying documents.
