Basic Income: Learn about the project that should begin in 2022

The court rules that the government must provide a Basic Income guarantee to all Brazilians in vulnerable situations.

This week, the Supreme Federal Court (STF) began pressuring President Jair Bolsonaro and his team to define a budget for the creation of a new income transfer program. The proposal was drafted in 2005 but is expected to be enacted in 2021.

Faced with the economic effects of the new coronavirus that has pushed Brazil into extreme poverty levels, the Federal Government has once again pushed for the resumption of the Basic Income program.

Justice presses for implementation

After months of analyzing the portfolio, the Supreme Federal Court decided that the government will need to define the value of the Basic Income in 2021.

Its implementation should take place from 2022, granting a monthly fee to those who have a per capita income between R$ 89.00 and R$ 178.00.

Among the main ministers in favor of the proposal was Gilmar Mendes, stating that the implementation deadline should be the fiscal year following the conclusion of the judgment on the merits.

In turn, Minister Marco Aurélio Mello, the rapporteur on the matter, asked the government to regulate the program, releasing a minimum wage for those who benefit.

The resumption of the action was developed based on a movement by the Federal Public Defender's Office (DPU), alleging that the portfolio had been frozen for more than 17 years.

What is Basic Income?

 This is a law that was sanctioned by President Luiz Inácio Lula da Silva, which guarantees the right of Brazilians and foreigners residing in Brazil for less than 5 years to receive an annual benefit.

Its text establishes that the population in an unequal income situation must be guaranteed by the Government, granting fixed installments in order to meet minimum expenses.
